During the presentation of the Georgian Dream – Democratic Georgia political party’s Majoritarian MP Candidate in Gori, the Prime Minister of Georgia, Giorgi Kvirikashvili, talked about the projects implemented in Shida Kartli after the 2012 Parliamentary elections. When talking about this issue, Mr Kvirikashvili stated that the new government built 17 emergency hospitals near the occupation line in Shida Kartli.

According to the informationpublished on 8 November 2013 by the Ministry of Infrastructure and Regional Development of Georgia, the construction of a total of 81 new emergency hospitals was planned throughout Georgia by September 2014. The Government of Georgia had allocated GEL 2.4 million for this purpose. According to the plan, the Municipal Development Fund would build the hospitals on the plots of land specially selected by the municipalities themselves.
Later on, the website of the Ministry featuredthe names of 81 villages which would be home to the new emergency hospitals. About 21 of these villages were situated in Shida Kartli.
According to the information of the Shida Kartli Governor’s Office, the construction of emergency hospitals in the region continued well after September 2014. According to the public information received from the Office: "A total of 29 new emergency hospitals were opened in Shida Kartli in the period from 2013 to 2015, about 17 of which were situated in the villages near the administrative border (Jariasheni, Adzvi, Plavi, Kordi, Tsitelubani, Ergneti, Kere, Kirbali, Akhrisi, Tvaurebi, Avlevi, Koda, Bredza, Atotsi, Knolevi, Tamarasheni and Chorchana)."
According to the information provided by the Ministry of Labour, Health and Social Affairs of Georgia, a total of 22 emergency hospitals were built in Shida Kartli in the period from 2013 to 2015, 18 of which were situated in the villages near the occupation line. According to the document received from the Ministry, apart from the aforementioned villages, an emergency hospital was also built in the village of Rene in the Kaspi Municipality which is also regarded as being in the conflict zone.
Conclusion
The information provided by the Ministry of Labour, Health and Social Affairs of Georgia indicates that a total of 18 emergency hospitals were built in the conflict zone from 2013 to 2015. The information from the Shida Kartli Governor’s Office, on the other hand, states that the number was actually 17.
The difference is due to the village of Rene which is also regarded as being in the conflict zone and is, therefore, included in the documents of the Ministry but is missing from the documentation of the Governor’s Office.
