On 6 September of the current year, United National Movement presidential candidate Davit Bakradze opened election headquarters in Kharagauli. At the opening Davit Bakradze discussed various matters and stated:  “Social assistance was discontinued to many people here [in Kharagauli] as well as in other districts … Ongoing projects have been suspended:  gasification, construction of roads, metering.”

According to the information requested from the Kharagauli Municipality gamgeoba,

the gasification programme implemented in Kharagauli, has been suspended and at this moment only a minimal amount of work is being carried out. As for the metering programme and the construction-rehabilitation of roads, no unforeseen delays have been observed there. On the territory of the Kharagauli Municipality, the metering programme is being implemented by the Kharagauli Service Centre of West Georgia’s Central Branch of Energo-Pro Georgia according to schedule. The information also notes that the construction work and road rehabilitation in all of the territorial units of the Kharagauli Municipality are continuing in accordance with relevant agreements.

As to what concerns the matter of social assistance suspension, the gamgeoba

informed us that since 21 October 2012 it has been discontinued to 400 families in the Kharagauli Municipality.

We also inquired about the existing situation with regard to this issue in the whole of Georgia and found that in 2013 social assistance

was suspended or discontinued to 21,965 families or 69,280 citizens.

Conclusion The letter received from the Kharagauli Municipality informs that this year the programmes of metering, construction and rehabilitation of roads have not been suspended and are being implemented according to schedule in the Kharagauli Municipality. The letter also notes that the programme of gasification has been discontineed and only the smallest amount of work is currently being carried out. As for social assistance, it has been discontinued to 400 families of the Kharagauli Municipality. Accordingly, we conclude that Davit Bakradze’s statement: “Social assistance was discontinued to many people here [in Kharagauli] as well as in other districts … Ongoing projects have been suspended:  gasification, construction of roads, metering,” is HALF TRUE.
